About this role
The Human Resources Manager will lead the HR function and act as a trusted partner to senior leadership, translating business strategy into effective and compliant people practices. This role is requiring a hands‑on, steady leader capable of guiding both the HR team and the broader organization. Prior experience in the public service or NPO's will be considered as a strong asset. Experience working in a unionized environment is considered an asset.
Key Responsibilities
• Lead, coach, and develop a team of HR professionals.
• Partner closely with senior leadership and managers to ensure HR processes are well understood, applied consistently, and aligned with business needs.
• Oversee performance management, employee relations, investigations, accommodations, and terminations.
• Develop, implement, and maintain HR policies, procedures, and best practices.
• Ensure compliance with employment legislation, collective agreements, and organizational policies.
• Support organizational initiatives related to workforce planning, succession planning, and employee engagement.
• Provide guidance on recruitment, compensation, and workforce planning, ensuring quality of hire and long‑term fit.
• Champion culture, employee engagement, and a public, people‑first environment.
Profile & Competencies:

• Strong judgment, discretion, and ability to balance legal, cultural, and business considerations.
• Comfortable coaching HR team members and supporting leaders through change.
• Ready to step into senior HR leadership responsibilities over time.
MUST HAVES:
• Minimum +6 years of progressive HR experience, including people leadership.
• Strong knowledge of employment legislation, human rights legislation, and HR best practices.
• Bachelor's degree in Human Resources, Business Administration, Industrial Relations, or a related field.
• Experience within the following industries is a strong asset: Public sector, NPO.
• CPHR designation (or working toward designation) considered an asset.
• Strong knowledge of employment legislation, human rights legislation, and HR best practices.
• Experience working in a unionized environment is considered an asset.
• Ability to maintain confidentiality and exercise sound judgment when handling sensitive matters.
