Additional Information
The CBE understands the future of work is flexible. In this role, you are eligible to participate in a flexible work program that allows you to work remotely for up to three days a week. A minimum of two days must be in the office. At certain times, you maybe be required to work in the office more then 2 days per week based on operational requirements.
Position Description
purpose
This position’s primary purpose is to provide business analysis services and support to a specified project (or projects) within Corporate Finance and across Finance and Supply Chain Services through a concentrated focus on business process reengineering.
accountability
• Contributes to the achievement of strategic outcomes as they relate to the CBE Results Statements and the service unit or department through work on strategic projects;
• Work with stakeholders at all levels in the organization (clerk to superintendent) to identify, document and prioritize business needs. Resolve conflicting needs.
• Assist internal clients to leverage technology and support business needs;
• Lead or participate in the implementation of CBE information management strategies as required;
• Act as the primary contact to provide client groups with Finance data from Oracle e-Business and Hyperion to assist with informed decision making;
• Define query and report requirements to extract data from Oracle e-Business and Hyperion;
• Test and troubleshoot the process and functionality of new and existing Finance technologies and solutions; and
• Coordinate and execute system processes to support the operation of the Finance and Supply Chain Services Service Unit which includes Oracle e-Business and Hyperion.
major responsibilities
• Elicits requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.
• Supports the development of business requirement by assisting CBE clients to define data needs, acquire data from Oracle e-Business system and correctly interpret information from system. Ensure that the client understands the advantages and limitations of the system.
• Critically evaluates information gathered from multiple sources, reconciles conflicts, decomposes high-level information into details, abstracts up from low-level information to a general understanding, and distinguishes user requests from the underlying true needs.
• Develops and maintains documentation of business requirements, workflows, processes, applications, tractability matrices, and data dictionaries as relevant, ensuring that the functional documentation, such as specifications and functional designs, are kept up-to-date in line with both the service unit and CBE IT strategies.
• Develops and maintains solid understanding of the Oracle e-Business and Hyperion and its interface with CBE client needs and requests.
• Proactively communicates and collaborates with external and internal customers to analyze business needs and functional requirements to deliver the following artifacts as needed: Functional requirements (Business Requirements Document), Use Cases, GUI (graphical user interface), Screen and Interface designs
• Works with stakeholders across the service unit and, at times, in other service units, to deliver user stories, functional specifications, conceptual function models, conceptual data models, to a high quality suitable to support the development process.
• Reviews deliverables from development team work with the test team to make sure that the final delivered solution was what was originally requested.
• Ensures that the business remains fully engaged throughout the project life-cycle.
• Reviews the content of technical and functional specifications, completing quality assurance and coordinating testing with CBE end users.
• Determines report specifications to identify and extract CBE data requirements from Oracle e-Business and Hyperion. Analyzes and manipulates data from Oracle e-Business and Hyperion into database and spreadsheet applications.
• Completes research activities and advises service unit management and business users on new innovations technologies within finance.
• Participates in Integration Testing, User Acceptance Testing (UAT) and Functionality Testing.
• Is the liaison between the service unit, technology teams and support teams.
• Successfully engages in multiple initiatives simultaneously.
• Performs other related responsibilities as assigned to meet the purpose and accountabilities of the role.
qualifications
Education and Experience
• University Degree in Business or IT.
• Working towards or completed the Certified Business Analyst Professional (CBAP) certification is considered an asset.
• Excellent proficiency working with large, complex financial management systems and human resource information systems and desktop tools such as databases and spread sheets.
• Financial and/or accounting background is considered an asset
• Minimum of 3 years’ experience in a large, multi-union, complex organization, including:
• 3+ years of experience working as a Functional, Data or Business Analyst.
• 3+ years of experience in Access, Excel (advanced), Visio, and MS Project.
• 3+ years of customer interfacing experience – project oversight, customer presentation.
• Public sector experience is considered an asset
• Finance systems background, preferably Oracle e-Business, would be an asset.
• Experience with continuous improvement or other project management initiatives also an asset.
• An equivalent combination of directly related education and directly related experience may be considered.

• Professional currency – stays up to date in the Business Analysis field and is able to apply innovative methodologies/solutions as appropriate.
• Effective cross functional teamwork – ability to achieve progress and results related to strategic initiatives, continuous improvement, bargaining outcomes, etc. Able to partner with senior organization leaders with the capacity to lead cross functional solutions. Works effectively in a team environment.
• Communication, negotiation and influencing skills – excellence in communication, including writing, presenting and active listening skills. Strong negotiation skills with hands on experience and involvement in implementing changes in process. Comfortable dealing with confrontation and diffusing conflict without alienating others. Ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
• Technical competence – extensive knowledge of Microsoft software applications and familiarity with functionality and operations of Oracle e-Business or other complex financial management systems. Ability to plan and report data information using in effective ways to meet customer requests. Solid program development and business process knowledge.
• Customer service orientation – results driven, while being aware of and responsive to client needs and requests. Ability to manage expectations, prioritize work requests and communicate effectively. Ability to meet deadlines in a fast-paced work environment.
• Analytical competence – strong analytical skills, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. Excellent problem solving and systematic thinking skills.
• Project management skills - strong focus on delivery of results and management of work.
