## Manager, HR Operational Excellence – Operational Risk & Regulatory Initiatives
We are seeking a Manager to join our HR Operational Excellence team, reporting to the Director, Operational Excellence. This is a hybrid Toronto-based role (20 KING ST W:
TORONTO) that requires 4 days in the office and a work week of 37.5 hours. You will serve as a subject matter expert supporting HR’s first line of defense (1LOD) to operationalize regulatory requirements and remediate control gaps across HR operations at RBC.
In this role you will work directly with 1LOD HR teams to embed risk and control ownership into day-to-day operations, assist the HR Operational Risk Management team in executing remediation programs, and coordinate with the HR PMO so initiatives align within the broader HR project portfolio. You will help translate regulatory requirements into control frameworks, procedures, and operational processes, and assist with control identification, documentation, and design activities—including the development of control narratives, process documentation, and control effectiveness evidence aligned with RBC requirements.
You will be involved in Functions Compliance Oversight Program (FCOP) remediation activities: managing remediation tracking, coordinating with business stakeholders on evidence, and supporting timely issue closure that meets regulatory timelines and quality standards. Supporting compliance monitoring and reporting, you will help develop monitoring procedures, gather data, and prepare compliance status updates and metrics for risk leadership and governance forums.
Build collaborative relationships across HR operations, business functions, and risk governance teams, and identify and escalate control gaps, process improvement opportunities, and efficiency gains while providing practical recommendations to strengthen HR’s risk management practices and operational controls.
### What we expect from you
You bring 3-6 years of relevant experience in operational risk management, compliance, HR operations, internal audit, or assurance roles. Demonstrated expertise with regulatory compliance frameworks, control design and effectiveness assessment, and risk remediation program execution is essential. You should be familiar with control identification, documentation, and design principles and have knowledge of the COSO Internal Control Framework and how to apply control standards and best practices to HR operational contexts.
A working knowledge of HR operational risks and regulatory requirements affecting HR functions, along with control governance best practices, is required. We value strong communication and interpersonal skills, an ability to work collaboratively across business and risk functions, and a capacity to explain compliance and risk concepts clearly to operational teams and stakeholders. Excellent written and verbal communication is expected.
Strong analytical and problem-solving skills are necessary to assess control environments, identify gaps, and support remediation strategies. You should be able to manage multiple priorities in a matrix environment while maintaining quality and meeting deadlines.
A Bachelor’s degree or equivalent professional experience in business, compliance, risk management, or HR operations is required.
### Tools, experience and nice-to-haves
You should have experience with risk management systems, compliance monitoring tools, and MS Office applications (Excel, Power. Point, Word); familiarity with Share. Point and data analysis tools is also noted. Nice-to-have items include professional certifications in risk management or compliance, direct experience with FCOP or similar enterprise-wide compliance remediation programs, familiarity with HR systems or HR service delivery models, and knowledge of Canadian, US, and/or European regulatory requirements impacting HR (for example, employment standards, compensation governance, data privacy). Experience with change management or process improvement initiatives and proficiency with risk management platforms (Archer) or business intelligence tools (Tableau, Power BI) are beneficial.
