Application deadline: June 12, 2026 Title of Position: Human Resources (HR) Generalist / Généraliste en ressources humaines Employment Type: Term until April 7, 2027, with possibility of becoming indeterminate Location: Ottawa, Ontario (National Office) Linguistic Profile: Bilingual imperative Salary: $102,091 to $110,413 plus $1,400 bilingual bonus per year The position reports to the CEIU National Office in Ottawa, ON. Purpose of the Position The HR Generalist maintains and enhances the organization’s human resources by planning and implementing policies, programs, and practices. The role supports a fair, equitable, and positive work environment for all employees. Responsibilities Recruitment and Selection • Creates internal and external job postings and interview guides. • Conducts applicant screening through resume reviews and telephone interviews. • Coordinates and administers testing for applicant selection. • Prepares offer letters and employment contracts with compliance checks. • Performs reference checks. • Develops, updates, and delivers new hire orientation program. • Conducts exit interviews and post‑board interviews as needed. • Creates anticipatory staffing processes to build candidate pools. • Assists managers with tracking probationary periods. Training and Development • Tracks staff training requests and supports employee training initiatives. • Coordinates and facilitates training programs (e.g., compliance, safety) and professional development opportunities (e.g., leadership, technical skills). • Identifies training needs through collaboration with supervisors, performance appraisals, and employee feedback. • Sourcing training resources and coordinating with third‑party providers. • Maintains accurate records of completed training, certifications, and skills acquired. • Monitors and reports on training compliance. • Assesses training effectiveness and uses feedback to improve future programs. Labour Relations • Prepares documentation related to collective bargaining with COPE. • Coordinates, attends, and takes minutes at meetings such as the Union‑Management Consultation Committee, staff meetings, and management meetings. • Manages grievance procedures with supervisors, the National President, and attends grievance meetings as required. Employee Relations • Promotes positive employee‑management relationships. • Provides advice, guidance, and assistance to management. Employee Benefits • Recommends benefits program changes to management and evaluates benefit contract bids. • Consults with insurance carriers and benefits brokers. • Ensures staff are fully informed about available benefits and assists with claims. • Manages claims issues and works with insurance carriers on exceptions. • Ensures payroll has complete employee information for T4 preparation. Occupational Health and Safety • Maintains safe and efficient work environment through good physical conditions and safeguards. • Acting as Memorial Administration Representative on the Joint Health and Safety Committee. • Collaborates with the Joint Health and Safety Committee to ensure regulatory compliance. • Provides expertise on health and safety legislative requirements. Human Resources Administration and Policy Management • Maintains complete HR files and ensures accurate employee documentation. • Monitors and implements applicable HR resource requirements. • Conducts investigations as needed. • Develops processes and forms, ensuring accurate record‑keeping. • Provides advice and assistance on HR policies and programs, recommending changes. • Writes, administers, and communicates sound policies and practices. • Responds to HR queries from staff and members. • Manages sick leave and disability leave policies, ensuring accommodations comply with legislation. • Acting as the privacy officer, ensuring compliance with privacy legislation. • Maintains job descriptions, pay equity, and employee classifications. • Coordinates with outsourcing agencies for HR management. Qualifications • Fluently bilingual in both official languages. • HR designation and prior labour experience is an asset. • 3 to 5 years of experience in HR or related discipline. • In-depth knowledge of all HR functions. • Understanding of political and operational inter‑relationships within a union organization. • Ability to handle conflict, build trust, and support union‑management partnership. • Knowledge of provincial labour legislation, internal policies, and the CEIU‑COPE collective agreement. • Strong computer literacy in Word, Excel, PowerPoint, and Outlook. • Effective people skills, reliability, flexibility, and high judgment. • Excellent organizational and multi‑tasking abilities. • Excellent verbal and written communication skills and confidentiality. • Availability to travel as required.
