About this role

• *This posting is for one (1) full-time Temporary position with benefits ending on or before August 30, 2027** The Edmonton Police Service (EPS) is seeking a highly effective leader to oversee the Human Resource Enterprise Commons team within the Human Resources Division. This role is focused on advancing the strategic priorities of the Enterprise Commons (EC) project, with performance measured against broad objectives that influence the organization's operational and financial effectiveness. The position involves advanced, specialized work requiring the application of sound judgment, critical thinking, and policy interpretation to resolve complex issues and provide recommendations. Key responsibilities include preparing and recommending Briefing Notes, Requests for Decision, and Change Requests. The successful candidate will provide leadership and supervisory support while working closely with the Project Manager to ensure project activities are coordinated effectively, project timelines are maintained, and deliverables are completed on schedule. Key responsibilities include: • Provides direct supervision and leadership to the HCM team, including assigning work, establishing priorities, and monitoring team performance and deliverables. • Leads the coordination of team activities, ensuring alignment with project timelines, priorities, and deliverables established by the Enterprise Commons Project Manager. • Holds accountability for the quality, timeliness, and consistency of team outputs within the HCM functional area. • Provides ongoing coaching, direction, and performance feedback, addressing performance concerns through appropriate coaching and corrective action, in consultation with HR as required. • Leads performance management processes for the team, including development of performance plans, formal evaluations, and continuous feedback. • Leads recruitment and selection activities, including candidate evaluation and recommendations, and ensures effective onboarding and integration of new team members. • Serve as the primary authority on HR technology systems, offering subject matter expertise to guide solution design and implementation. • Lead business process mapping and optimization, setting standards and best practices for HR workflows. • Oversee system data integrity, ensuring accuracy and compliance with organizational and legislative requirements. • Develop and champion strategies to maximize system functionality, user experience, and data quality. • Guide stakeholders through major system implementations and upgrades, leveraging deep domain knowledge to manage change and adoption. • Configure, test, and ensure quality assurance for new systems, modules, and features ensuring alignment with organizational goals and industry standards. • Provide strategic oversight of project deliverables, ensuring solutions are robust, scalable, and compliant with FOIP and internal policies. • Act as a liaison between HR, IT, and external vendors, translating complex business requirements into effective technical solutions. • Resolve high-impact, ambiguous, or novel issues by applying advanced analytical and creative problem-solving skills. • Serve as the escalation point for complex challenges, providing authoritative guidance and innovative solutions. • Help design and deliver comprehensive training programs, including “train the trainer” initiatives, to build organizational capability in HR systems. • Help create and maintain expert-level user manuals, technical documentation, and training resources. • Other related duties as required. Qualifications • A diploma or degree in business administration, commerce (with a major in human resources management), Payroll Leadership Professional, or a related discipline. Equivalent combinations of education and experience will be considered. • At least seven (7) years of progressive and diversified experience in human resources, with a focus on HR systems within an IT environment. • CPHR Designation would be considered an asset. • Ability to work independently under broad direction, with a strong understanding of Enterprise Commons project plans, priorities, and strategic objectives. • Strong planning and organizational skills to develop, implement, and manage work aligned with the project plan and program priorities. • Advanced analytical and problem-solving skills, with the ability to interpret policies, assess impacts, and make sound decisions and recommendations within broad mandates. • Effective leadership and supervisory skills, including the ability to guide, coach, and support team members while fostering a collaborative, high-performing environment. • Strong interpersonal and communication skills, with the ability to present complex information clearly, explain challenging concepts, and influence others to adopt alternative approaches. • Proven ability to build relationships and leverage formal and informal networks within the organization to achieve project outcomes and resolve issues. • Demonstrated ability to exercise tact, diplomacy, and sound judgment when managing sensitive issues, resolving conflicts, and gaining cooperation across diverse stakeholder groups. • Ability to influence leadership decisions that impact departmental or branch strategic direction and operational delivery within the EC project. • Results-oriented with the ability to ensure outcomes are achieved within a technical or functional area of moderate scope and organizational impact. • Strong understanding of organizational policies and governance, with the ability to contribute to policy development, draft policy, and support implementation within the Enterprise Commons project. • Solid functional and module knowledge related to Human Capital Management (HCM) within Enterprise Commons, with the ability to provide guidance and support to ensure effective system and process adoption. Hours of Work: 36.9 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.
