About this role

The Opportunity Reporting to the Chief Operating Officer, we are seeking an experienced Human Resources and Safety Manager to provide oversight and leadership for all staff and Occupational Health and Safety (OHS) functions at Complete Environmental. The successful candidate will develop, implement, and maintain HR and safety practices that ensure a safe, respectful, and compliant workplace in accordance with the Canada Labour Code and applicable provincial and federal regulations. This role balances strategic leadership with hands-on operational management, strengthening organizational capacity through workforce planning, employee and labour relations, recruitment and retention, performance management, and health and safety systems. Complete Environmental operates through several subsidiaries, including T&T Disposal Services (regulated under Alberta Employment Standards) and Cutting Edge Logistics (federally regulated under the Canada Labour Code), with operations across multiple sites. This role provides HR and safety leadership across both provincially and federally regulated operations and leads a team of HR and OHS professionals. What You’ll Do (including but not limited to) Human Resources Leadership & Talent • Lead the delivery of People services across all departments (administration, operations, safety, and maintenance). • Provide strategic and operational HR advice to leadership and management. • Support workforce planning, organizational structure, and staffing requirements. • Develop and monitor HR metrics (vacancies, turnover, training, etc.) and lead a team of HR and OHS professionals. • Oversee full-cycle recruitment, including job descriptions, postings, interviews, and offers. • Continuously improve onboarding and orientation processes. • Support employee training, development, retention, and succession planning. Employee Relations, Compliance & HR Administration • Provide guidance on performance management, discipline, and terminations. • Lead workplace investigations into harassment, violence, and employee complaints. • Support supervisors with coaching, documentation, and decision-making. • Develop, update, and implement HR policies and procedures aligned with provincial and federal legislation, ensuring consistent application across the organization. • Administer employee benefits, leave programs, and HR/personnel records. • Support payroll processes in coordination with Finance. • Assist with compensation structure reviews and job classification, and maintain HR systems and personnel files. Occupational Health & Safety • Lead and maintain Complete Environmental’s Occupational Health & Safety Program in compliance with legislation. • Ensure implementation of workplace harassment and violence prevention requirements. • Serve as the employer representative on the Workplace Health and Safety Committee. • Oversee hazard identification and risk assessments, workplace inspections, and incident reporting and investigations. • Implement corrective actions, manage disability management, and promote a proactive safety culture aligned with industry best standards. What You Bring • Degree or diploma in Human Resources, Business Administration, or a related field. • CPHR designation (or working toward it) is an asset. • Certified Registered Safety Professional (CRSP) is an asset. • Additional HR or safety education and certifications are an asset. • Minimum 10 years of progressive HR experience and 10 years of progressive safety experience. • Minimum 5 years in a manager or leadership role. • Experience with occupational health and safety programs and workplace investigations. • Experience in transportation is an asset. • Strong interpersonal and conflict-resolution skills. • Ability to manage sensitive and confidential matters with professionalism. • Strong documentation and compliance focus. • Effective written and verbal communication, with strong organizational and time-management skills. • Ability to balance strategic thinking with direct execution and to support significant growth while maintaining a safe, people-focused environment.
