Description
As a Project Manager, you will be a key contributor to the management of facilities regulated programs to achieve reliable operation and continuous improvement of all assets located within the client’s Canadian footprint. You will manage the full lifecycle of facilities integrity capital projects across a Canadian Measurement Projects portfolio—from definition and engineering through materials procurement, construction, and handover to operations. You will own the budget, schedule, and scope throughout, with full individual accountability.
Projects are centered on metering stations and measurement infrastructure (e.g., flow computers, gas chromatographs, and associated facility upgrades), with individual project budgets ranging from $400K to $2M. Upon starting, you will take over 7 projects currently in flight (in late-stage engineering or construction phases) and will transition to initiating new 2027 program projects from scratch later in the year.
The Project Manager is an individual contributor who will work closely with other groups, including Operations and Engineering, to plan, organize, and execute the facilities regulated programs. In this role, we will rely on you to provide strong technical, project management, organizational, and communication skills and to develop the knowledge of our systems, processes, and tools required to plan and execute the program.
Responsibilities
• Supervise and manage General Plant Maintenance Capital (GPMC) projects for process safety critical equipment.
• Hold and exercise an Approved Spending Limit (ASL), review/approve contractor invoices, and make spend commitments on behalf of the company.
• Oversee various maintenance projects to ensure all applicable regulatory and corporate requirements are met (governed by the Canada Energy Regulator (CER) framework; utilizing regulatory checklists).
• Work monthly with support teams and Project Controls to establish baseline execution schedules, produce cost forecasts, and issue trends when cost or schedule changes occur.
• Direct and manage the work of 2–3 external construction contractors (from an established preferred vendor list) and eventually 2–3 external engineering contractors for upcoming programs.
• Effectively collaborate with internal stakeholders (Operations, Engineering, Project Controls), understanding their expectations and expert contributions to drive program and project success under pressure.
• Optimize and align field resources to support field implementation, utilizing professional judgment to conduct site visits when construction is active.
• Identify data integrity improvements and cost savings through analysis of the programs.
• Support the development and implementation of project management tools, standards, and processes to support the implementation of regulated programs within Canada.
Mandatory Requirements
• Exactly 3–5 years of dedicated project management experience. (Candidates with under 3 years or more than 10 years of experience cannot be considered due to contract parameters and retention risks).
• Proven Canadian oil and gas industry experience is strictly required (upstream, midstream, or facilities integrity). Note: Overseas-only experience does not substitute.
• Must have personally managed full-lifecycle projects from initiation through execution and close-out, holding sole accountability for budget and schedule (support or coordination roles do not qualify).
• Demonstrated experience holding a real Approved Spending Limit (ASL) or equivalent spend commitment and invoice approval authority.
Desired Requirements
• Direct facilities project management experience (metering stations, compressors, separators, or related oil and gas facilities).
• Construction execution oversight experience on the facilities integrity side.
• Professional Engineer (P.Eng) or Engineer-in-Training (EIT) designation.
• Project Management Professional (PMP) designation.
• Prior engagement or experience navigating internal systems, corporate standards, and procurement processes of major Canadian energy infrastructure companies.
• An educational background in Engineering.
