The Project Manager I manages large, complex projects central to asset management and business transformation within the City of Vancouver. This includes overseeing critical infrastructure implementation projects, such as the replacement of the aging water meter reading system and the expansion of the water meter program to encompass all properties across the City. The role also involves procuring and managing design consultants and contractors for repairing, replacing, upgrading, or constructing new critical waterworks infrastructure. A key aspect of this position is the comprehensive management of projects through all phases: planning, execution, control, and closeout. The successful candidate assembles and manages diverse project teams, coordinates with internal City staff and external crews, and oversees consultants and contractors to ensure successful project delivery. This individual directly manages staff within their project teams, including both internal departmental personnel and external temporary staff, consultants, or contractors. They have the ability to make effective recommendations to project sponsors regarding consultant engagement and are responsible for assigning work, monitoring performance, and providing coaching and mentorship. The Project Manager ensures that security, operational sustainment, and human factors are well-considered and addressed throughout each project lifecycle, executing the project according to approved charters and managing costs to budget.
Candidates for this Project Manager I role must possess robust knowledge of project management methodologies, practices, and processes, preferably consistent with those provided by the Project Management Institute (PMI). Experience in developing and reporting on various projects and programs, along with the ability to research and prepare business cases, is crucial. Strong leadership skills are essential, demonstrating the ability to motivate, engage, and mentor staff effectively. Excellent communication, both oral and written, interpersonal, and presentation skills are paramount for success in this role. The ability to manage teams and diverse stakeholder groups, including internal and external coordination of design and field personnel, is a core requirement.
