Project Management Assistant (Energy and Utilities) Requisition ID: 46303 Organization: Vancouver – City of Vancouver seeks colleagues to advance commitments to public service, sustainability, equity, and quality of life. Main Purpose and Function: The Project Management Assistant – Utility Accounts provides project management and support to the utility billing, account management, and sub‑metering programs within the Energy and Utilities Team of Real Estate, Environment and Facilities Management (REFM). The role administers day‑to‑day program activities for over 600 City buildings and 3,000 meters, ensuring invoices are paid, tenants charged appropriately, accounts kept current, and consumption data maintained. The assistant coordinates with utilities, contractors, consultants, staff, and partners, maintains accurate utility records in corporately supported systems, and recommends process improvements to the Manager of Energy & Utilities. Specific Duties and Responsibilities • Oversee day‑to‑day utility account management activities: billing, payments, account changes, sub‑metering data interpretation, weekly payment reports, and general maintenance for City‑owned buildings, tenanted suites, and civic infrastructure. • Coordinate meter installations, review deliverables, monitor accounts, manage schedules and scopes, and engage stakeholders. • Troubleshoot billing, account, and metering issues. • Create and maintain program documentation with operational and financial implications (project plans, status reports, risk registers). • Track critical program milestones and follow up with stakeholders to ensure delivery. • Coordinate team and stakeholder meetings; document and track actions and decisions. • Create and present technical program content to team members, corporate stakeholders, and senior executives. • Act as a “super user” of the energy management information system/Asset Planner, ensuring accurate accounting and meter inventory data. • Highlight risks or issues related to timelines, budgets, or quality and recommend scope or process changes. • Track benchmarks and KPIs to assess project performance. • Conduct strategic analysis of program topics (benchmarking, leading practices research, survey analysis). • Assist in developing and monitoring the annual utilities budget. • Support other Energy and Utilities and REFM projects as assigned. Qualifications Education and Experience: • University degree or equivalent education, training, or experience. • Several years’ experience on projects and within a team environment. • Formal training in project management methodologies (preferably PMI) – considered an asset. • Experience in a municipal setting – considered an asset. • Supervisory experience – considered an asset. • Background in building science, architecture, engineering, or facility management – strong asset. • Certified Energy Manager, PMP, or Sustainable Energy Management Advanced Certificate (SEMAC) – strong asset. Knowledge, Skills and Abilities: • Extensive knowledge of computer applications and quick learning of new systems, especially energy management information systems/Asset Planner and utility portal platforms. • Strong understanding of building systems and the ability to read architectural, mechanical, electrical drawings. • Knowledge of project management methodologies and standards. • Fundamentals of budgeting and standard costing procedures. • Excellent data analysis skills, proficiency in Microsoft Excel and BI tools such as Power BI, and ability to work with large data sets. • Proactive, organized, innovative, with strong follow‑through, and ability to engage stakeholders and drive teams toward results. • Independent coordination of program/project tasks to achieve outcomes. • Effective written communication and documentation skills, including status reports and summaries. • Clear oral communication and presentation skills at all organizational levels. • Ability to multitask and adapt in a fast‑paced, changing environment. • Strong relationship‑building skills with a wide variety of internal and external stakeholders. • Knowledge of electrical rate structures, utility billing, and tariff structures – considered an asset. • Ability to meet transportation requirements.
