About this role

The Toronto District School Board adheres to equitable hiring, employment and promotion practices. Overall Purpose Reporting to the Senior Manager, Procurement and Support Services, the Manager, Procurement Services will be responsible for leading procurement operations across the Operations and/or Facilities portfolios. This role will ensure the efficient, cost-effective, and ethical acquisition of goods and services while maintaining compliance with policies, regulatory requirements, and broader public sector directives. The Manager will provide strategic guidance, develop and implement procurement policies, and foster collaborative relationships with stakeholders to align procurement activities with organizational goals. This position will also oversee a team responsible for day-to-day procurement operations, driving operational excellence and customer satisfaction. Summary of Duties • Lead, motivate and develop the team of staff that report to the Manager of Procurement in support of the Senior Manager of Procurement and Support Services. • Provide expert advice and guidance on procurement strategies and best practices to support organizational goals and business outcomes. • Collaborate with stakeholders to develop procurement plans and solutions, including Requests for Proposals (RFPs), Requests for Quotations (RFQ), Requests for Tender (RFT), Requests for Information (RFI), Requests for Expression of Interest (REOI), Non-Competitive procurements, and alternative sourcing strategies. • Negotiate, implement, and manage contracts with vendors to ensure value and alignment with TDSB priorities, compliance, and standards. • Develop, implement, and manage procurement policies and procedures that align with organizational objectives and regulatory requirements in collaboration with the Senior Manager of Procurement and Support Services • Oversee procurement activities to ensure compliance with TDSB policies, third-party risk management procedures, and broader public sector directives. • Responsible for the leadership and supervision of staff, including hiring, determining work priorities, scheduling of work, providing guidance and coaching, performance management, and professional learning and development in consultation with the Senior Manager of Procurement and Support Services • Conduct and oversee market research to assess the feasibility of new markets, products, suppliers, and partnerships. • Liaise with Board staff and outside contacts while delivering exceptional services focused on achieving customer satisfaction. • Represent TDSB in meetings with school boards, colleges, universities, and municipalities to build partnerships and achieve collective efficiencies. • Monitor market trends and conditions, recommending cost-saving measures, process improvements, and innovative procurement practices. • Prepare detailed procurement reports, briefing notes, and memos for management and Board review, ensuring accuracy, transparency, and accountability. • Develop, monitor, and manage the unit budget, implement cost controls, and develop measures to ensure financial targets are met. • Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services. • Other duties as assigned. Qualifications • University degree in a related discipline such as Supply Chain Management, Business Administration or Commerce with six years’ progressively responsible management experience in procurement and contract management in a public sector environment, or an equivalent combination of education and experience. • Professional designation such as Supply Chain Management Professional (SCMP), Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) or equivalent certifications. • Advanced knowledge of public procurement procedures, competitive bidding processes, and procurement-related codes of conduct, particularly within the broader public sector (BPS). • Comprehensive understanding of OPS/BPS Procurement Directives, applicable trade agreements, and relevant provincial and federal legislation governing procurement and trade. • Extensive experience managing diverse procurement categories and leading end-to-end competitive procurement processes, including planning, strategy development, RFP’s/RFQ’s/RFI’s/SOW’s, business cases, and vendor contracts. • Familiarity with environmentally sustainable procurement practices. • Successful supervisory experience with strong leadership, mentoring and team building skills. • Experience in budget management, including expenditure control. • Strong analytical, problem solving and strategic management skills. • Strong project and time management skills. • Demonstrated ability to consult and collaborate with diverse stakeholders across all organizational levels and with external vendors to deliver high-quality procurement services. • Exceptional communication and negotiation skills, including verbal, written, presentation, and group facilitation skills. • Experience in leading innovative and strategic procurement processes. • Proven ability in promoting equitable practices which value inclusiveness and diversity. • Proficiency in MS Office applications and working knowledge of SAP R/3 system MM configuration or similar enterprise resource planning (ERP) systems.
