About Supply Ontario Supply Ontario is a provincial agency transforming how the Government of Ontario and over 6,000 public sector entities buy goods and services, managing approximately $30B in annual spend. It strengthens supply chain resilience, modernizes procurement, and supports Ontario‑ and Canada‑focused economic development through enterprise‑wide Vendor of Record (VOR) arrangements, a new procurement portal, and partnerships with shared services organizations. It also manages Ontario’s Strategic Inventory, a centralized, province‑wide stockpile of critical supplies that ensures readiness for surge demand and future emergencies while strengthening domestic supply chain resilience. About the Role The Chief Supply Chain Officer (CSCO) is the executive lead for Supply Ontario’s core operations, accountable for end‑to‑end procurement and supply chain performance. This role suits a resilient, business‑minded leader who has led large, complex public sector or shared services transformations and can bring people along while driving centralization and modernization. The CSCO also leads the oversight of Ontario’s Strategic Inventory program, a critical component of the province’s supply chain resilience and emergency readiness. Key Focus Areas Strategy & Government Alignment • Shape a clear, enterprise‑wide procurement and supply chain strategy aligned with government policy, economic development goals, and Buy Ontario / Buy Canadian priorities. • Lead the shift from a fragmented ecosystem to a centralized, category‑driven model in collaboration with ministries, broader public sector (BPS) organizations, and shared services partners. Operations & Digital Supply Chain • Own end‑to‑end supply chain operations, including category management, VOR programs, sourcing, logistics, and oversight of Ontario’s Strategic Inventory Program, including PPE warehousing, stockpiling, and distribution logistics. • Champion the implementation and adoption of the new provincial procurement portal and digital tools to deliver efficient, data‑driven, and user‑friendly procurement. Governance, Risk & Performance • Establish and manage clear KPIs for savings, spend under management, contract utilization, client adoption, and service levels. • Ensure compliance with directives, trade agreements, and Auditor General expectations, while pragmatically managing commercial and operational risk. Stakeholders, Partnerships & Culture • Build strong, trust‑based relationships with ministries, BPS clients, health shared services organizations (e.g., MMC), and vendors to support centralization and adoption. • Lead a diverse, multidisciplinary team; foster an innovative, collaborative, and accountable culture in a high‑intensity environment where everything feels urgent. Ideal Candidate Profile • Public Sector Procurement Expertise – Deep experience with large‑scale broader public sector procurement, including VORs, shared services, or GPO environments, as well as PPE stockpiling and complex warehousing and logistics operations. • Transformation & Complexity – Proven track record leading multi‑year, multi‑stakeholder transformations (centralization, shared services, digital platforms) in complex, politically sensitive settings. • Business‑Minded & Data‑Driven – Strong commercial and financial acumen, comfortable with revenue/cost‑recovery thinking, benefit capture, and KPI‑driven decision‑making. • High People Skills & Resilience – Exceptional relationship, communication, and change‑management skills; able to handle demanding stakeholders, manage resistance, and support teams through sustained change. • Education & Experience – 10+ years of executive leadership across supply chain, procurement, operations, and/or logistics. Master’s degree in business, supply chain, economics or a related field is considered an asset.
