About The Project
Cross Fraser Partnership (CFP) is a Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., Pomerleau BC Inc. and Arcadis Canada Inc. general partnership that has been selected to collaboratively deliver a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separated active transportation corridor for cyclists and pedestrians.
Position Overview
The Human Resource/Labour Relations Administrator supports the Director of Labour Relations from an administrative perspective while facilitating the onboarding and integration of unionized workers to the project. The role is responsible for creating processes that are implemented efficiently throughout the project lifecycle related to coordinating and managing union labour supply and workforce mobilization.
This position plays a vital role in working in a collaborative model with the Director of Labour Relations, Human Resources and Construction Management within the project. Intention is that position will gradually develop into a Labour Relations Officer/ Manager role as the project moves forward.
Key Responsibilities
• Support the Director of Labour Relations Director in all facets more specifically with Labour Relations administrative tasks/projects utilizing word, excel, PowerPoint and visio. Develop spreadsheets, presentations and tracking mechanism/models related to the project needs and the client’s requirements.
• Support the onboarding and mobilization of unionized workers in accordance with project labour agreement and union referral processes.
• Coordinate with union halls regarding workforce requests, dispatch procedures, and mobilization timelines.
• Assist in organizing and facilitating union orientation sessions for new project workers.
• Ensure employees/union members receive required project onboarding information, policies, and site procedures.
• Maintain accurate records of union workforce onboarding and mobilization.
• Assist in coordinating meetings with unions regarding workforce planning, mobilization, and project updates.
• Provide guidance to project teams on union-related processes and protocols regarding onboarding.
• Coordinate with Director of Labour Relations HR, workforce planning teams, and construction leadership to forecast union labour requirements.
• Maintain documentation related to labour relations activities, agreements, and communications.
Education And Qualifications
• Strong interpersonal and relationship management skills with the ability to collaborate effectively with the Director of Labour Relations, HR teams, CFP Leadership, and various external stakeholders.
• Strong organizational, communication, and documentation skills.
• Ability to manage sensitive and confidential information with discretion.
• Professional HR designation such as CPHR would be considered an asset.
• Combination of experience and related education in Business Administration and or Human Resources, Industrial/Labour Relations, or a related field.
• Experience in administrative field and or labour relations, human resources, workforce coordination would be beneficial.
• Experience working in a unionized environment, preferably within construction, infrastructure, or large-scale projects in British Columbia.
• Familiarity with collective agreements and union referral or dispatch processes.

The expected salary range for this opportunity is $70,000 - $80,000. Please note that salaries may vary depending on the candidate’s experience and geographical location. Listed compensation is exclusive of bonus and in addition to our extensive employee benefits program which is listed above. Availability of certain benefits may vary based on the specific job role.
