Overview:
We are seeking a highly experienced Program Manager – IT Procurement & Contract Management to support enterprise-wide technology procurement initiatives within a large public-sector environment.
This role requires a unique blend of public procurement expertise, contract administration, project/program management, stakeholder engagement, vendor negotiations, and technology knowledge, with a strong focus on supporting large-scale IT and cyber-related procurement initiatives.
The successful candidate will lead procurement planning, solicitation activities, vendor evaluations, contract administration, and governance processes while ensuring compliance with procurement policies, risk management frameworks, and organizational objectives.
NOTE: Experience with Maximo is mandatory.
Key Responsibilities:
IT Procurement & Contract Management-
• Lead and support the development of procurement documents including:
• RFPs (Request for Proposal)
• RFQs (Request for Quotation)
• RFSQs (Request for Supplier Qualification)
• Invitational Calls
• Non-Competitive Procurement Requests
• Develop procurement strategies aligned with business and technology objectives.
• Ensure procurement activities comply with organizational policies, governance requirements, and public-sector procurement standards.
Evaluation & Vendor Management-
• Lead and support proposal evaluations, scoring activities, and vendor selection processes.
• Review procurement recommendations prior to submission for approval.
• Manage vendor relationships, negotiations, contract discussions, and performance expectations.
• Support contract administration throughout the procurement lifecycle.
Program & Stakeholder Management-
• Act as a trusted advisor to business leaders, technology teams, procurement groups, legal teams, finance, audit, and risk stakeholders.
• Facilitate stakeholder alignment across competing priorities and objectives.
• Lead communication and coordination activities across multiple business units.
Governance, Risk & Compliance-
• Review procurement documentation, legal agreements, reports, and communications to ensure compliance and risk mitigation.

• Support governance reviews and approval processes.
Project & Program Delivery-
• Apply traditional and modern project delivery methodologies including:
• Agile

• Support planning, scheduling, reporting, issue management, and stakeholder communications.
• Assist with strategic planning and continuous process improvement initiatives.
Required Qualifications:
Procurement & Contract Management-
• 10+ years of hands-on Public Procurement and Contract Administration experience.
• Extensive experience managing procurement activities within:
• Government/Public Sector organizations (strongly preferred)
• Large enterprise environments
• Strong experience developing and managing RFPs, RFQs, RFSQs, vendor evaluations, negotiations, and contract administration.
Program & Project Management-
• 10+ years of experience leading enterprise programs and initiatives.
• Strong experience with Agile, Waterfall, Hybrid, and Iterative delivery methodologies.
• Experience managing complex stakeholder environments.
Technology & Cyber Understanding-
• Strong understanding of IT technologies and enterprise systems.
• Knowledge of cybersecurity trends, risks, governance, and technology procurement considerations.
• Ability to evaluate technology procurement requirements and vendor responses.
Maximo Experience (Mandatory)-
• Experience supporting procurement, contracts, projects, or programs involving IBM Maximo environments.
• Understanding of enterprise asset management and technology ecosystems supporting Maximo initiatives.
Leadership & Communication-
• Strong negotiation and vendor management skills.
• Excellent written and verbal communication abilities.
• Proven ability to influence stakeholders and drive consensus.
• Strong critical thinking, planning, and risk management skills.
Preferred Experience:
• Public Sector procurement experience (Mandatory/Highly Preferred).
• Experience supporting large municipal, provincial, or government technology initiatives.
• Experience with technology modernization, enterprise applications, infrastructure, or cybersecurity procurements.
