Position Title: Procurement Specialist
Location: Toronto, ON
Work Type: Hybrid (currently 2 days in-office, but can be up to 5 days in-office depending on need)
Employment Type: Full-Time, Permanent
Compensation: $40.00 - $46.00/hour (approximately $78,000 - $90,000 annually)
About Our Client:
Our client, a large public-sector organization, is seeking a Procurement Specialist to join their team in a full-time, permanent position. This opportunity is ideal for an experienced procurement professional who enjoys managing complex procurement projects, providing strategic guidance to stakeholders, and ensuring compliance with procurement policies, procedures, and best practices.
Responsibilities:
• Lead end-to-end procurement activities for a broad range of goods and services, including equipment, technology, professional services, consulting services, and operational requirements.
• Prepare and administer competitive and non-competitive procurement processes in accordance with public-sector procurement legislation, directives, policies, and best practices.
• Develop and review procurement documentation, including RFx documents, evaluation criteria, business cases, procurement plans, and contract documentation.
• Provide procurement advice and guidance to internal stakeholders regarding procurement strategies, contract management, compliance requirements, and risk mitigation.
• Manage procurement projects from planning through contract award and implementation.
• Support contract administration activities and advise stakeholders on vendor performance, contract obligations, and opportunities for cost savings.
• Lead vendor communications, vendor debriefings, and procurement-related meetings with internal and external stakeholders.
• Review procurement and contracting documentation to ensure compliance with applicable policies, procedures, and contractual requirements.
• Monitor market conditions and identify sourcing opportunities that support organizational objectives and value-for-money outcomes.
• Maintain procurement records, reports, and documentation to support transparency, accountability, and audit requirements.
• Participate in continuous improvement initiatives related to procurement processes and practices.
• Perform other related duties and special projects as assigned.
Qualifications:
• Undergraduate degree in Business, Supply Chain Management, Public Administration, Commerce, Law, or a related field.
• Must hold one of the following procurement designations in good standing:
• SCMP (Supply Chain Management Professional)
• NIGP-CPP
• UPPCC CPPO
• UPPCC CPPB
• Or an approved equivalent designation.
• Minimum five (5) years of experience leading complex, high-value procurement initiatives within a public-sector, government, healthcare, education, municipal, broader public-sector, or crown agency environments.
• Demonstrated experience drafting RFx documents and managing competitive procurement processes.
• Strong understanding of public procurement principles, contract law, and procurement governance frameworks.
• Experience managing contracts and supporting contract administration activities.
• Hands-on experience using electronic procurement and e-bidding platforms such as Bonfire, MERX, Biddingo, Bids & Tenders, OTP, or similar systems.
• Experience working with ERP systems such as SAP, Oracle, Sage Accpac, or equivalent.
• Advanced proficiency with Microsoft Office, particularly Word and Excel.
• Strong analytical, communication, stakeholder management, and problem-solving skills.
