About this role
The City of Edmonton is looking for a Team Lead, Mobility Monitoring to guide our Mobility Data Monitoring and Technologies team within Parks and Roads Services. Reporting to the Manager, Planning and Monitoring, the team lead performs both strategic and operational functions.
You will be focused on creating and leading the implementation of strategy, budget, priorities and direction of the Mobility Data Monitoring and Technologies team and ensuring that they are in alignment with the Branch, Section and Unit strategies and priorities. You will also be accountable for implementing and managing the personnel, social, technical and operational systems required to carry out the work of the team on a day-to-day basis. You will collaborate closely with internal teams, vendors, and research partners to ensure the delivery of high-integrity mobility data that shapes our city's infrastructure and safety choices.

What will you do?
• Collaborate with key stakeholders to develop the strategic and budgeting plan of the Mobility Data Monitoring and Technologies team, which includes core and ad-hoc data collection plans, data management, and analytics and reporting to support efficient and effective data-driven decision-making by stakeholders
• Lead, mentor, and empower a team of analysts and technical specialists in developing mobility data collection, analytics, and reporting programs
• Assure the alignment of structure, priorities, processes, competencies and culture of the Mobility Data Monitoring and Technologies team to the strategy of the Branch, Section and Unit
• Oversee the end-to-end data lifecycle (including crosswalk users, collision data, and turning movements) while maintaining absolute data integrity and governance standards
• Develop and implement strategic, operational, and budgeting plans for the team, aligning them with broader Branch and Department priorities
• Manage procurement, vendor contracts, and the operational budget of the team
• Liaise with internal business units, academic professionals, and partner organizations to capture diverse perspectives in data analytics
• Evaluate emerging technologies, sensors, and computing capabilities to continuously improve service delivery and dashboards
• Create and monitor KPIs (Key Performance Indicators) of service processes and delivery, and ensure timely corrective actions are taken to ensure efficient and effective delivery
Qualifications
• Bachelor's Degree in Business Administration, Urban Planning, Engineering, Computer Science, Mathematics, or a related discipline
• A minimum of seven (7) years of progressively responsible experience in supervisory and leadership roles within a large, complex unionized organization, performance management, and data analytics and reporting
Assets:
• Certification or coursework/training in public administration, change management, project management, continuous improvement, or other leadership frameworks
Skills required for success:
• Knowledge and experience in managing complex information and processes
• Experience developing and implementing strategic and budgeting plans
• Experience developing and implementing complex plans and processes across diverse lines of business
• Human Resources experience, including recruitment, coaching, performance development, management, and conflict resolution
• Demonstrated leadership and team building skills
• Embracing a culture of equity, diversity, reconciliation and inclusion
• Demonstrated expertise in data analytics, performance reporting, and data governance operating models
• Strong project management skills with the proven ability to direct, motivate, and develop staff
• Excellent interpersonal and communication skills, with a talent for translating complex technical concepts for diverse audiences
• Financial acumen to responsibly manage significant operational and capital budget resources
• A collaborative mindset with a willingness to delegate and build meaningful professional relationships

Salary Range: $54.155 - $69.110 (Hourly); $95,407.570 - $121,754.540 (Annually)
